Oh, yeah, yeah. Of course. ^_^ It depends on whether you're doing the comic with traditoinal media or with digital media. I do mine on the computer, so I don't know much about how to apply toning to paper, but I know I've seen transparent sheets for sale that had halftone dots on them that you have to scratch onto the paper below.

As for digital toning, most professional art programs have the toning feature. I use openCanvas, so if yu happen to use the same program, I can tell you how to use tones. If you're already famliar with toning in digital art programs, you can do halftoning by slapping a toning arrangement/pattern (whatever you prefer to call it) onto wherever you want it to be, but make sure it's on its own layer. Once you've done that, lock/protect the layer mask and use a gradient to make the dots gradiate (sp?) from light to dark.

I hope that was helpful and didn't confuse you. ^^; I don't know if I'm very good at explaining. If you got everything I said, go and try it out~ I'm sure you'll like it. ^_^ Have fun!
